Sydney Trains Fail to Comply with Staff Review Agreement

TO: RTBU MEMBERS – Sydney Trains Station Staff
Sydney Trains directing CSA’s to perform cleaning at Stations where the 2009 staff reviews replaced CSA positions with Presentation Service Attendants.
Matter has been put into dispute at Step 2 on the 10th December.
Members are advised that a Dispute now exists at Step 2 of the Dispute Settlement Procedure (DSP) of the Sydney Trains Enterprise Agreement 2014.
On the 4th December 2014 Sydney Trains General Managers issued a message to CSTLs, CSAQ, CSA’s and SDM’s advising that position descriptions make it very clear that a key accountability of your role is to ensure station presentation to the Sydney Trains Standard; this includes cleaning duties, inspecting and cleaning toilets, replenishing consumables and collecting litter.
In 2009 Staff Reviews were conducted across RailCorp and at a number of stations agreements were reached where Presentation Service Attendants positions replaced CSA positions to clean stations.
The role of the CSA’s at locations where PSA’s were appointed was to provide
customer service and were also responsible for immediate response cleans eg “WHS Cleans” cleaning their own immediate work area and/or office and to replenish consumables, as required.
Mr Andy Byford, former Chief Operating Officer also issued a “Station Staff Circular” on the
26 February 2010 outlining the responsibilities of Presentation Service Division Staff
and Station Staff duties.
Sydney Trains have failed to consult the RTBU on any changes to the 2009 staff review agreements.
